The subject of this study is a set of alleged contradictions in the development of artificial intelligence, pursued in order to achieve their overcoming. Philosophical anthropology contains the potential to analyze complex interactions, to articulate the problems that arise between artificial intelligence and humans. The philosophical and anthropological analysis of artificial intelligence is aimed at understanding this human phenomenon, human presence and its experience. The article is an attempt to identify and outline the trajectories for the possible resolution of the (...) contradiction in the development of artificial intelligence, the analysis of the parameters proposed by philosophical anthropology to solve their problems in the modern socio-cultural situation. The relevance of the proposed problem arises in the fact that artificial intelligence qualitatively changes the existence of a person, and in philosophical anthropology there is a potential to outline the prospects for the development of artificial intelligence, while preserving the languid human in a person. To study this perspective is very important in society. The novelty of the topic raised in the article is the analysis of solving the problems of artificial intelligence from the standpoint of philosophical anthropology, in the articulation of contradictions in the development of artificial intelligence, in the search for solutions to overcome these contradictions. This article is devoted to discussion of the philosophical aspects of the problems associated with the creation of a strong artificial intelligence. It is noted that even taking into account the fact that the study of the brain and consciousness are represented by separate areas, such as cognitive neuroscience and philosophy of consciousness, there are a number of problems of an ontological nature, which indicate that research in the field of creating systems with artificial intelligence, although actively developing, is rather (...) related to its weak definition and does not provide prerequisites for confidence in the possibility of creating a strong artificial intelligence. The article examines the representations of the "diaspora” in texts published on "migrant” digital communication platforms. With the help of discourse analysis The messages posted in open access in thematic groups in VKontakte, Odnoklassniki, and Telegram channels were studied. The purpose of the study was to find out what meanings and functions the users of these sites give the word "diasporas”. The "Diaspora” was considered as a nodal point, uniting the narratives of people visiting "migrant” sites into a single framework. (...) It was assumed that the "diaspora” does not have a clear, fixed content and various actors are trying to turn it from an "element” into a "moment”, securing a certain meaning for it. More than a thousand messages found on "migrant” sites were analyzed. The study showed that the "diaspora” within the considered digital platforms is most often mentioned in the reposts of press releases of state and public organizations, where it is presented as an object of social action, an intermediary between migrants and the state. In these texts, the "diaspora” is represented in the same semantic row with various state authorities and their representatives. At the same time, the "diaspora” is defined as a participant in events organized by the state bureaucracy of the host country or the donor country, the purpose of which is the manifestation of ethnicity. In user comments, these values are disputed: people either doubt its existence or its ability to effectively solve their problems. (shrink)

While Western political scientists have a variety of opinions on democracy and how its institutions could be improved, they almost never argue about the validity of democracy as a form of government. Of course, it would be unfair here to ignore the presence of an authoritarian streak in Western thought. Thomas Hobbes comes to mind most immediately. Yet the views of those thinkers with an authoritarian bent have become marginalized in present-day discourse; or, to be more precise, it is assumed (...) that their views on the importance of a strong government are irrelevant to the present. The assumption that a strong regime might be necessary in non-Western societies is thought to be the product of these authoritarian/totalitarian societies' elite classes—that is, a justification for imposing the power of the elite upon the people. Independent social life of the "Thaw” period is less examined then dissidents' resistance of the 1970s or mass public actions of Perestroika years. Analysis of the 1950-1960s protest actions allows us to trace changes in independent political projects in post-Stalin USSR. Unsolved social and economic problems, state unwillingness to listen for voices from below, repressions against dissenters stimulated the rejection of the idea to reform Soviet socialism among the part of critical intelligentsia. The disillusion in socialist ideas was not only (...) the reaction on state policy. It was also based on the redefining of the legacy of October revolution 1917 and reforms of the State socialism in Eastern Europe in the mid1950s, which were interpreted as the realization of revolutionary state governance. Dissenters of 19501960s formulated their demands to contemporary political regime using accessible classical Marxist-Leninist works and fictional biographies of revolutionaries. Usage of the legacy of the October in their texts varied from copying the revolutionary rhetoric to the testifying of Soviet political regime's compliance to the initial revolutionary theory. Many of them saw the main problem of Soviet state in the forgetting of the principle of proletarian dictatorship. The idea about party nomenclature as the main beneficiary of the October revolution was quite similar to the theory of «New Class» by M. Djilas. The book of Yugoslavian philosopher offered Marxist analysis of transformation of Yugoslavian political regime. He insisted on the inevitability of bureaucratic degradation of the revolutionary government. Acknowledgment of that inevitability did not only undermine political legitimacy of the contemporary Soviet regime but also took away the chance to justify it by appellation to its historical roots. That process stimulated the search for un-socialist alternatives for the Soviet regime such as the ideology of human rights or struggle for national sovereignty. (shrink)

In this paper, I attempt to offer a general outline of my views on the origin and evolution of language. I do not pretend in any way to a completely new conception of language evolution. It seems to me that all the most important and productive hypotheses about the origin of language have already been made before, and it is only a matter of putting the pieces of the puzzle together correctly. As far as I can see it, the evolution (...) of language is directly related to the embedded and embodied emotional types, which served as the basis for the subsequent categorization of perceived objects, and thus laid the ground for the formation of first an internal language (of thought), and then an external verbal language. Consistent with this, the paper is organized as follows. In the Introduction I briefly describe the problem I am facing in this article and outline a plan for solving it. Next section comprises a survey of relevant empirical findings related primarily to the processing and understanding of abstract terms and concepts. In my view, it supports the idea of the close connection of abstract terms proceeding, and thus language comprehension, with emotional states. The third section provides relevant theoretical considerations of the relationship between emotions, cognition, and language. Consistently considering various theories of emotions and concepts of language formation, I pay attention to the connection between affective states and language as a sign system. In the fourth section, my views are presented directly. In so doing, I illustrate my approach with a telling example that shows how, in the course of evolution, embedded and embodied emotional responses and reactions could become the building blocks first for the internal language of thought, and then for the external natural language. This article deals with the question of the interrelation between two papers, both called, in short, “Onomatodoxy”, dedicated to the doctrine of Name-glorification (Imiaslavie, Onomatodoxy), both of which were created in line with the Neo-Patristic movement in the Russian philosophy of the Silver Age. One of these papers is by Alexei Losev and the other by Pavel Florensky. In my opinion, there are sufficient grounds to state that Losev’s “Onomatodoxy” was written either after Florensky created his own “Onomatodoxy”, i.e., after (...) November 1922, or, at the earliest, after Florensky started to give clandestine lectures about Onomatodoxy in Moscow (where Losev lived), i.e., not earlier than spring 1921. Therefore, Losev’s article “Onomatodoxy” could have been intended for the religious-philosophical collection of articles planned for publishing by Yaschenko in 1922 in Berlin. (shrink)

We explore a possibility of generalization of classical truth values by distinguishing between their ontological and epistemic aspects and combining these aspects within a joint semantical framework. The outcome is four generalized classical truth values implemented by Cartesian product of two sets of classical truth values, where each generalized value comprises both ontological and epistemic components. This allows one to define two unary twin connectives that can be called “semi-classical negations”. The increased attention of the Orthodox Church to issues of medical education in our country was the result of the fact that in the 1990s it once again became one of the most active forces in our society. The connection between the church and the medical community, which goes back to a time when the doctoring of the mind and bodily health was in fact the work of the same people, cannot leave the church indifferent to the professional formation of (...) healthcare workers. The Soviet era saw the forced de-Christianization of the medical profession and measures taken to abolish medical ethics rooted in the Hippocratic Oath and the Gospel commandments. The restoration of dialogue between church and medicine began after the collapse of the Soviet state, but it is still insufficiently regular. Currently, factors complicating this dialogue are liberal medical legislation and capitalist economies in health care. The former, by legalizing abortion, artificial insemination, and sterilization, absolves the doctor of moral responsibility in matters concerning the management of human life; the latter encourages him to view his profession not as a service, but as a means of making money from other people’s suffering. If the dialogue between church and medicine were to be carried on permanently within the walls of medical schools, it would strengthen the spiritual and moral foundations of the medical profession, upon which it has always existed. One of the most significant forms of this dialogue should undoubtedly be the teaching of biomedical ethics, which should be grounded in modern theology and the values of traditional spiritual cultures of Russia. In lieu of an abstract, here is a brief excerpt of the content:Dmitry Khanin THE POSTMODERN POSTURE Postmodernists—the sectarians ofour day—proclaim that the old kingdom of historical narrative and historical subject has perished, and is now being replaced by a new one of ahistorical discourses and ahistorical characters. According to these prophets, "history" is anyway just changes in ways of talking about history. Anyone who does not agree with the ahistoricity of the postmodern world oudook may be accused—and tried (...) on the spot—of defending the cause of the totalitarian Reason against the most liberating movement of today. This postmodernist abuse of history is paradoxical, since the very notion of history coming to its end and giving way to the ahistorical kingdom of freedom and merry debauchery is itself a very old idea, even a mythological one. The description ofhistory as marching toward its own demise relies on a whole tradition which portrays history as a drama. Aristode's conception of tragedy as a sequence of actions culminating in a dénouement has no doubt shaped this view of historical process. Christian and other religious millenarians have announced the end of history already many times. Yet another notorious instance of such eschatological daydreaming is the futurology of Karl Marx, who envisaged the kingdom of communism as occupying this same ahistorical space. A rather obsolete idea, perhaps, but it seems still to attract postmodernists, though they give it a characteristic twist, since they sincerely believe theory, discourse, écriture (i.e., theoretico-symbolical activity) are much more important than any actual historical contentprocesses and events. One of the most notable spokesmen for this approach is Arthur Danto, who insists that world history evolved in a good Hegelian manner until the theorists came to understand that history depends on their Philosophy and Literature, © 1990, 14: 239-247 240Philosophy and Literature texts much more than theorists themselves depend on historical processes and events.1 Many theoreticians working in an otherwise Marxist tradition similarly are glad to assert with FredricJameson that we must say farewell to Marx's positivistic illusion that history is driven by laws disguised as economic forces.2 In the epoch of "late capitalism," says Jameson, consumption gains the upper hand over production and becomes the mainspring of history. Of course, in light of recent doings in Europe I am tempted to ask if we owe it to postmodernists—and their ahistorical, inconsistent, and generally confounding claims about history lying in ruins—that the Berlin Wall actually is in ruins and Vaclav Havel is president of Czechoslovakia. Even more daring theorists may now declare an era of "very late capitalism." Here it will not be merely the mass media that act transformatively on society (as McLuhan claimed), but rather consumer goods themselves, like state-of-the-art washing machines or French perfumes, which create a new aura of intellectual discourse. TL· Postmodern Scene: Excremental Culture and Hyper-AesÜietics, a book by two Canadian authors, Arthur Kroker and David Cook, promotes such a sea change in the theoretical landscape and along the way presents a joyous recapitulation ofthe latest fads in postmodern thinking. The new apostolic generation ofpostmodern critics seems to enjoy the beautiful new things that can be bought for bucks, worrying at the same time that bucks may be losing some of their purchasing power. Like Hari-Krishnas dancing in the street they luckily possess a sort of happy consciousness which also recalls their puritanical great grandfathers who regarded profligacy as the greatest sin and much preferred saving to spending. In what follows I want to draw a portrait of this new postmodern posture. A few main assumptions underlie Kroker's and Cook's wake for postmodernism, which, in its peculiar genre of philosophic obituary, epitomizes and thus prepares for future oblivion views which were exceedingly popular in the preceding decade. First of all, the authors adopt Baudrillard's equation of Marx and Nietzsche: "Marx and Nietzsche shared a deep and common affinity in meditating upon historical (Christian) and materialistic (capitalist) expressions ofthewill ofpower."3 From Baudrillard's perspective Marx appears as a pathetic romantic who tried to defend the "referential illusion" by renaturalizing concrete labor even though its entirely abstract character was brilliandy revealed in Das Kapital. Ambiguity affects decisions of people who exhibit a distaste of and require a premium for dealing with it. Do ambiguity-neutral subjects completely disregard ambiguity and react to any vague news? Online vending platforms often attempt to affect buyer’s decisions by messages like “20 people are looking at this item right now” or “The average score based on 567 reviews is 7.9/10”. We augment the two-color Ellsberg experiment with similarly worded signals about the unknown probability of success. All decision-makers, including ambiguity-neutral, (...) recognize and account for ambiguity; ambiguity-neutral subjects are less likely to respond to vague signals. The difference between decisions of ambiguity-neutral and non-neutral subjects vanishes for high precision signals; still less than 60% subjects choose the ambiguous urn, even for high communicated probabilities of success. We conjecture participants may discard information, if they see no contradiction between it and their prior beliefs, hence the latter are not updated. Higher confidence makes subjects more likely to discard the news, and empirically ambiguity-neutral subjects appear more confident than those ambiguity-averse. (shrink)

In their useful logic for a computer network Shramko and Wansing generalize initial values of Belnap’s 4-valued logic to the set 16 to be the power-set of Belnap’s 4. This generalization results in a very specific algebraic structure — the trilattice SIXTEEN 3 with three orderings: information, truth and falsity. In this paper, a slightly different way of generalization is presented. As a base for further generalization a set 3 is chosen, where initial values are a — incoming data is (...) asserted, d — incoming data is denied, and u — incoming data is neither asserted nor denied, that corresponds to the answer “don’t know”. In so doing, the power-set of 3, that is the set 8 is considered. It turns out that there are not three but four orderings naturally defined on the set 8 that form the tetralattice EIGHT 4 . Besides three ordering relations mentioned above it is an extra uncertainty ordering. Quite predictably, the logics generated by a –order (truth order) and d –order (falsity order) coincide with first-degree entailment. Finally logic with two kinds of operations ( a –connectives and d –connectives) and consequence relation defined via a –ordering is considered. An adequate axiomatization for this logic is proposed. Необходимость пересмотреть концепцию Анаксимандра с учетом новых данных вызвала идейный поиск, который привел к убеждению в том, что Солнце должно иметь форму шара. Это представление утвердилось, судя по всему, не в силу какого-либо остроумного довода, выдвинутого влиятельным мыслителем, сколько на основании согласия круга профессионалов, рассмотревших вопрос с разных сторон. Солнечный шар, однако, было трудно представить огненным, поскольку огонь сам по себе не образует компактных, очерченных тел. С этим связаны распространенные в V в. до н. э. попытки приписать свету Солнца зеркальную природу. In this article, we link Russia’s discourse on traditional values with the global culture wars by showing that the Russian traditional values discourse owes much of its content and strategic formulation to the global culture wars. Going back much further than the recent elaborations of the Kremlin, we look at the origins of debates about public values inside Russia from the period of the perestroika, when Russian actors were socialized into the reality of culture wars by Western activists approaching post-soviet (...) societies with a missionary zeal. The article reconstructs the emergence of the discourse of traditional values inside Russia and points out its hybrid nature as a mix of notions about Russian culture, religion and history and Western Christian Right ideas. Based on documents, literature and qualitative empirical research with moral conservative actors in and outside Russia, we show that the traditional values around which Russia’s leadership has built its anti-Western national security doctrine actually mirrors the global dynamics of the culture wars. This paper examines Galen’s insistence that the stomach and heart, despite their anatomical and physiological similarities to muscles, are not muscles. Through analyzing key passages in Galen’s works, we show that this claim is rooted in a consistent tripartite distinction between organs: Psychic Moving Organs (muscles), Natural Moving Organs (e.g. stomach, heart), and Natural Immobile Organs (e.g. liver, kidneys). We argue that this classification is grounded in anatomical differences between flesh and fiber that Galen deems salient enough to support further (...) physiological explanations and corroborate his philosophical-psychological commitments. By tracing the empirical foundations and theoretical motivations for these distinctions, we shed light on the relationship between Galen’s anatomical practices and his physiology and psychology. The paper deals with the need for new methods in foreign language teaching to students of non-linguistic universities. The article presents a strategy to optimize the foreign language lesson. As an example an algorithm with authentic technical text in German is considered. It makes possible to change the work with foreign language text. It is proposed to substitute the standard tasks to the practice-oriented, which purpose is to teach students to understand the text.

This paper considers the problem of evil as it has been discussed and formulated by Plotinus and polemically taken over by Proclus. Contrary to Plotinus, Proclus does not consider matter as evil. Rather, evil in its elusive indefinite nature has to be characterized by the redefined concepts of privation, subcontrary and parypostasis. In its inescapable deficiency, evil, then, is the privation and subcontrary of the good that exists parypostatically, that is, as elusively present in its absence as the misplacement of (...) being and the displacement of the good. The discourse of political theology developed by Schmitt makes it possible to identify a secular religion in Marxism. Marxism is aimed at achieving an “earthly paradise”. In the Soviet project, based on the “dictatorship of the worldview” (Berdyaev), its own political theology is being formed, including apophatic and cataphatic elements. The apophatic content is connected with the totalization of the denial of the ideals, laws, and order of the old world. Hobbes sees in the state a Leviathan — a powerful (...) mortal god, whom God is able to catch and tame at any moment. Taking the side of the Behemoth in the fight against Leviathan, the revolutionary forces are focused on the negative ontological connection that arises during the collapse of the state between Leviathan and God, whose place in the revolutionary consciousness is occupied by the laws of history. The apophatic theology of the Soviet project is built in the logic of increased attention to revolutionary upheavals, punishing Leviathan for unworthy behavior. As a result, the Soviet revolutionary project is deconstructing and destructive in nature. Revolutionary forces, personifying righteous anger, radicalize the fight against the discovered “social evil”, entering an area of the escalation of violence. A necessary condition for building a “new world” is the consistent destruction of the old one “to the foundations”. However, at the moment of gaining power, the revolutionary forces abandon the apophatic and enter the cataphatic path. The main dogma for social construction is the position of communism as the inevitable future of human history. Blind faith in the inevitability of communism is ill-suited to see what God, or the laws of history, allows Leviathan to do. The struggle against the dehumanizing essence of capitalism gradually contributes to the construction of an equally dehumanizing society (Berdyaev) — an ideological, bureaucratic, planned-distributive total state. Rampant communal forces (Zinoviev) create new hierarchies and a new social division. Ideology takes frozen “hypernormal” forms that do not correspond to reality. In the end, the mismatch of social and ideological projects during the “performative shift” (Yurchak) entails the collapse of the USSR, illustrating the new revelation of the divine pacification of Leviathan. The recent surge of discoveries concerning the structural organization of nucleosomes, together with genetic evidence of highly specialized roles for the histones in gene regulation, have brought a renewed need for a detailed understanding of nucleosomal anatomy. Here we review recent structural advances leading to a new level of understanding of the nucleosome and chromatin fibre structure. We discuss the problems and challenges for existing models of chromatin structure and, in particular, consider how linker histones may bind within the nucleosome, (...) together with the implications of their association for the structure of the chromatin fibre. In this paper we continue the study of Girard's Linear Logic and introduce a new Linear Logic with modalities. Our logic describes not only the consumption, but also the presence of resources. We introduce a new semantics and a new calculus for this logic. In contrast to the results of Lincoln [7] and Kanovich [4] about the NP-completeness of the problem of the construction of a proof for a given sequent in the multiplicative fragment of Girard's Linear Logic, we present (...) here a non-exponential algorithm to construct a proof for a given sequent and a given point of a given model in our Linear Logic. In this paper we introduce a new type of nets with bounded types of distributed resources . Linear Logic to describe the behaviour of BR-nets is defined. It is based on Girard's Linear Logic but captures not only consumption of resources but their presence as well. Theorem of soundness and completeness of the proposed axiomatization is proved and the complexity of the provability problem is established for the general case and some particular ones.

The paper deals with the enactivist approach to the problem of consciousness. The problem of consciousness is the problem of naturalistic explanation of phenomenal aspects of our experience. According to classical cognitive science, we can explain all mental states as functional, representational states. Many philosophers disagree with this view. They demonstrate that phenomenal qualities of conscious states cannot be understood in terms of mental representations. Contemporary debates about the nature of phenomenal qualities are the debates between representationalists and anti-representationalists. The (...) arguments proposed by anti-representationalists demonstrate the insufficiency of classical representational approach. But it doesn't mean that we should accept the existence of qualia - special nonrepresentational phenomenal properties. It is possible to defend representationalism by reconsidering the nature of mental representations. This article examines the transformation of the concept of mental representation in cognitive science over the last few decades. It demonstrates that the notion of representation in action discussed in enactivist theories can help us to provide the foundation for naturalistic understanding of conscious experience. (shrink)

This article analyzes the extended mind hypothesis that has been discussed during the past two decades following the article “The Extended Mind” by Andy Clark and David Chalmers. It examines the position of active externalism and notes the shortcomings of the arguments supporting this position as proposed by Clark and Chalmers. It is demonstrated that the cultural-historical psychology developed by Vygotsky represents an alternative means of substantiating the extended mind hypothesis. Interpreting Vygotsky’s position as “active social externalism,” the author contrasts (...) Vygotsky’s theory with the active externalism of Clark and Chalmers, as well as with the classical externalism advocated by Putnam and Burge, showing the advantage of Vygotsky’s approach. This advantage has been seen in the ability of Vygotsky’s active social externalism to avoid the problems faced by other externalist approaches to explaining the mind. (shrink)

To explain evaluation we need to take into account the perspective of an evaluator, we need to turn to phenomenological approach in moral theory. This is the approach proposed by John McDowell. According to him, we need to approach to the question ‘How to live right?’ via the concept of a virtuous person. To lendsupport to his views McDowell employs Wittgensteinean philosophy that could be a good basis for establishing moral phenomenology as a metaethical approach to moral phenomena. First of (...) all, introducing the notion of language-game we can provide a metaethical explanation of moral terms referring to roles they play in certain language-games. From this point of view there is no difference between moral terms and other terms. But understanding a language-game not just as a model of a certain kind of behavior formed by external observer, but as a form of life we can capture moral phenomena form within. The language-game considered as the form of life allows us to discern certain phenomena as moral ones. That is why trying to answer the question about right livingfrom the virtuous person perspective we should be involved in a language game that carves moral phenomena from the brute stuff of the world and forms a certain kind of sensitivity in us to these properties. Wittgensteinean philosophy also allows us to answer the question: how can mere knowledge of situation make us behave? Following Wittgensteinean ideas, we can present moral knowledge as something uncodifiable, which is exhibited in our everyday life, in our way of living and ‘going on doing the same thing’. It is impossible to understand this knowledge from the external point of view. Most of the core concepts of the Western philosophical tradition originate in antiquity. Yet boredom is strikingly absent from classical thought. In this philosophical study, Dmitri Nikulin explores the concept's genealogy to argue that boredom is the mark of modernity. Nikulin contends that boredom is a specifically modern phenomenon. He provides a critical reconstruction of the concept of the modern subject as universal, rational, autonomous, and self-sufficient. Understanding itself in this way, this subject is at once the protagonist, playwright, director, (...) and spectator of the staged drama of human existence. It is therefore inevitably monological, lonely, and alone, and can neither escape its own presence nor get rid of it. In other words, it is bored-and this boredom is the fundamental expression and symptom of the modern condition. Considering such thinkers as Descartes, Pascal, Kant, Kierkegaard, Kracauer, Heidegger, and Benjamin, Critique of Bored Reason places boredom on center stage in the philosophical critique of modernity. Nikulin also considers the alternative to the notion of the autonomous subject in the-nonbored and nonboring-dialogic and comic subject capable of shared existence with others. (shrink)

The article provides a close hermeneutical reading and philosophical interpretation of a short text by Mikhail Bakhtin from 1943, quoted and translated in the beginning. Contra the modern Cartesian interpretation of the subject as always open to itself in an act of self-reflection, it is argued that one’s self is not immediately accessible and fully transparent to itself. Looking at oneself in the mirror stands for an attempt of self-cognition, in which one both recognizes and misses oneself, seeing oneself as (...) another with no “seamy side.” Thinking oneself, then, constitutes a constant dialogue with oneself, in which one is always involved in a process of non-finalizable explanation of oneself to oneself as one’s own other. Introduction. One of the drivers of the Russian regions’ development is traditionally considered to be local universities and the scientific activity development, in particular. However, such a belief is usually based on speculative conclusions and is not subjected to detailed empirical testing. The purpose of the study is to assess the relationship between the development of science in universities in Russian regions and indicators of regional development according to 2017—18 data. Methods. The authors use methods of generalization, grouping, assessment of (...) indicators of central tendency and variations, as well as methods of correlation analysis. The study is based on the data from regional statistics presented on the official website of Russian Statistics Agency, as well as data from monitoring the universities effectiveness, commissioned by the Ministry of Science and Higher Education of the Russian Federation. Scientific novelty of the research. For the first time, the authors present an empirical analysis of the relationship between indicators of socioeconomic development of Russian regions and indicators of scientific activity in universities in the region. The study is characterized by using a sample of homogeneous regions. The sample excluded regions that did not have significant scientific results, as well as regions that are leaders in economic development. As a result, a “core” of 57 Russian regions with similar characteristics of both economic development and the results of scientific activity was investigated. This increased the practical significance of the conclusions and their reliability. Results. As a result of the study, it was found out that there is a statistically significant relationship between all indicators of regional development and science in universities. However, a deeper analysis made it possible to establish that this relationship is indirect. In some cases, we can talk about the opposite influence - regional development on scientific results in universities. Conclusions. It was found that the indicators used in the public administration system for assessing the effectiveness and efficiency of scientific activity are not key in terms of their impact on regional development. It was revealed that publications in leading world databases and in the Russian Science Citation Index (RSCI) are equally related to regional development. It has been determined that in a number of cases, within the considered sample, it is possible to distinguish two groups of regions with a different nature of the relationship between regional development and science in universities.
